Who We Are

Ryan Gahagan, President

Ryan is the owner and managing member of Treadwood LLC. He has been consulting for various energy development projects in the New England area since 2012, working alongside several clients, regulatory agencies, NGOs, utilities, energy developers, and engineering, permitting and construction consultants. 

Ryan was born in Maine and has lived in Winthrop, Sebago, Castle Hill, Presque Isle, Sinclair and Bar Harbor. He Graduated with a BA in Communications from Gordon College in Wehnam, Massachusetts, in 2002, and he currently splits his time between Portland and his family home in Aroostook County.

Brandon Matthews, Associate

Brandon has over fifteen years of experience and progressive responsibility within the field of construction, development, engineering, and management. Brandon has constructed various different types of projects within the energy sector, ranging from small breaker change outs or pole replacements to large 200MM+ utility programs in various locations all over the United States.

Brandon is a Maine native growing up in Winslow and eventually moving to Southern Maine where he now lives with his wife and children. Brandon’s passion for building and managing projects sometimes enters his personal life as well and is often working on a “flip” or home remodeling project with his wife.

Kelsey Frank, Associate

Kelsey is new to the Treadwood Associate team and provides excellent research skills, digging into the weeds on applying energy policy and incentives to practical, real-world projects. As a life-long Mainer, she is passionate about finding solutions to the challenges faced by climate change and the opportunity transitioning to renewable energy can provide.

In her spare time, Kelsey can be found working in her garden, volunteering with a number of local animal shelters, and exploring the woods of Southern Maine with her fiancé and their dog.

UMaine Law Internship Program

Through our membership in the New England Ocean Cluster, we have the privilege of partnering with the University of Maine School of Law and hosting incredible interns who provide legal research and analysis skills and are provided a platform to pursue specific, personal interests within Treadwood’s scope. Our previous and current interns include:

Hailey Rizzo, Class of 2025

Hailey is in her second year at the University of Maine School of Law, and she is pursuing a certificate in Ocean and Environmental Law. Prior to attending Law School, Hailey attended California State University, Monterey Bay where she received a Bachelor's in Environmental Studies and worked at the Monterey Bay Aquarium. Hailey is passionate about mitigating the effects of climate change on marginalized and low-income communities and is eager to learn about renewable energies, battery storage, and offshore wind and how they relate to environmental justice efforts. In her free time, Hailey can be found swimming or snorkeling in Casco Bay or reading a good book. 


Rachel Fischer, Class of 2025

Rachel is new to the Treadwood Intern team and provides legal research and analysis skills. Growing up in Anchorage, Alaska, Rachel is accordingly passionate about renewable resources and working towards solutions in order to mitigate impacts of the accelerated warming in northern climates. Rachel has a background in natural resource management and is eager to expand her areas of expertise to offshore wind efforts in Maine. Rachel is in her second year of law school at the University of Maine School of Law and enjoys hiking, biking, ocean dips, and crocheting.
